Implementation of the Association Agreement

UA-EU Association Agreement (Association Agreement between the European Union and the European Atomic Energy Community and their member states, of the one part, and Ukraine, of the other part) — an agreement between Ukraine and the European Union on an association that replaces the Partnership and Cooperation Agreement between the European Communities and Ukraine and enables transition from partnership and cooperation to political association and economic integration.

In order to ensure the implementation of the Association Agreement between Ukraine and the EU on May 31, 2017, the Cabinet of Ministers of Ukraine adopted Resolution No. 447 on the planning, monitoring and evaluation of the effectiveness of the implementation of the Association Agreement between Ukraine and the EU in order to ensure the continuity of the process of fulfilling Ukraine's commitments throughout the period the operation of the said Agreement, the availability of information on its implementation, etc.

The Resolution, including, approved the Procedure for conducting planning, monitoring and evaluation of the effectiveness of the implementation of the Association Agreement between Ukraine and the EU, entrusted to the ministries, other central executive authorities, the Council of Ministers of the Autonomous Republic of Crimea, the regional, Kyiv and Sevastopol city state administrations, responsible for implementation of the Association Agreement between Ukraine and the EU, submit to the Cabinet of Ministers of Ukraine quarterly by the 10th of the next month a comprehensive report on the state of implementation of the event plan with the implementation of the Agreement and the Cabinet of Ministers of Ukraine to ensure the development of an action plan to implement the Agreement.

Action plan on implementation of UA-EU Association Agreement was approved (hereinafter – Action plan) by the Resolution of the Cabinet of Ministers of Ukraine № 1106 dated 25.10.2017.

The Action Plan was prepared on the basis of an analysis of the implementation of the Association Agreement between Ukraine and the EU and the plans for implementation of the Association Agreement between Ukraine and the EU for 2014-2017 and Section IV "Trade and trade-related issues" of the Association Agreement between Ukraine and the EU for 2017-2019 according to the order of the Cabinet of Ministers No. 847 dated September 17, 2014.

The Action Plan was prepared in connection with the entry into force on 01 September 2017 of the entire Association Agreement between Ukraine and the EU (the beginning of certain provisions not covered by the temporary application in accordance with Article 486 of the Association Agreement between Ukraine and the EU), as well as the necessity of ensuring the fulfillment of all obligations stipulated by Ukraine under the Agreement.

UA-EU Association Agreement was signed in two stages

Political part of the Agreement was signed on March 21, 2014 during Summit Ukraine-EU. The agreement was signed by Ukraine's Prime Minister Arseniy Yatsenyuk. On that day, in particular, the Preamble, Article 1, Sections I, "General Principles", II "Political Dialogue and Reforms, Political Associations, Cooperation and Convergence in the Field of Foreign and Security Policy" and VII "Institutional, General and Final Provisions" of the Agreement were signed.

At the same Summit, the Ukrainian Party stated that the obligations of Ukraine arising from Article 8 of the Association Agreement regarding the ratification of the Rome Statute of the International Criminal Court in 1998 will be implemented after the relevant amendments to the Constitution of Ukraine have been made.

On June 27, 2014, during the meeting of the Council of the EU, President of Ukraine Poroshenko and the leadership of European Union and heads of state and government of the 28 member states of the EU signed the economic part of the Agreement - Section III "Justice, Freedom and Security",  IV "Trade and Issues, related to trade", V "Economic and Industrial Cooperation" and VI "Financial Cooperation and Anti-Fraud Regulation ", which together with the rest of the text of the Agreement constitute a single document.

On September 16, 2014 Verkhovna Rada of Ukraine and the European Parliament simultaneously ratified the Association Agreement between Ukraine and the EU.

Ukraine has deposited with the depositary the instruments of ratification and has thus completed all internal procedures.

In accordance with Article 486 of the Agreement since of November 1, 2014 it started temporary application period until its entered into force.

On September 1, 2017 after the end of ratification process UA-EU Association Agreement entered into power.

The Agreement by its coverage has become the largest international legal document in the history of Ukraine and the largest international treaty with a third country ever concluded by the European Union.
