The allocation of funds for social welfare benefits to Ukrainian citizens constitutes a substantial portion of the budget expenditure. In order to enhance transparency, the Ministry of Finance has created an interactive analytical dashboard that facilitates the analysis of expenditure information about specific categories of social welfare payments and the corresponding number of beneficiaries.
In total, the State Budget provides UAH 163.1 billion for social assistance to the population in 2023, which is UAH 12.4 billion more than in 2022 (UAH 150.7 billion) and UAH 51.8 billion more than in 2021.
The largest social benefits planned for 2023 are those for internally displaced persons - UAH 57.6 billion (UAH 53.5 billion in 2022, UAH 3 billion in 2021). It is expected that 1.9 million internally displaced persons will receive assistance in 2023.
In 2023, UAH 24.4 billion is allocated for subsidies for housing and utility services (UAH 20.2 billion in 2022 and UAH 33 billion in 2021). It is expected that 1.7 million families will receive such assistance.
In 2023, UAH 11.6 billion is allocated for housing and utility benefits for 1.5 million families (UAH 12.3 billion in 2022 and UAH 12.6 billion in 2021).
In 2023, UAH 16.8 billion is allocated to help people with disabilities from childhood and children with disabilities (0.5 million people) (UAH 14.8 billion in 2022, UAH 14 billion in 2021).
In 2023, UAH 15.6 billion is allocated to help 270 thousand low-income families (UAH 13.9 billion in 2022, UAH 12.6 billion in 2021).

Consequently, we are actively fulfilling state guarantees and safeguarding the social protection of our citizens. We express gratitude for the financial assistance received from our international partners, as it allows us to address immediate needs and implement targeted assistance programs for those most in need. Simultaneously, we diligently monitor the efficiency of the allocated funds. We believe that the dashboard, serving as an analytical tool, will be valuable to anyone interested in understanding social expenditures. By publishing this data, we aim to adhere to European principles of public administration, specifically regarding the transparency of public authorities", Deputy Minister of Finance Roman Yermolychev commented.
