Ukraine received USD 1.25 billion in grant funds from the United States of America

The State Budget of Ukraine received a grant from the United States of America in the amount of USD 1.25 billion through the Multi-donor Trust Fund of the World Bank. 

Ukraine has already received USD 8.45 billion in grant funds for direct budget support from the USA in 2023. Since the beginning of the full-scale war, the State Budget of Ukraine has already received USD 20.4 billion in grant funds from the United States.

The grant was provided as part of the fifth additional financing under the PEACE in Ukraine project. The project aims to partially compensate for State Budget expenditures, including social and humanitarian expenditures not related to the security and defense sector.

The involved grant funding will be aimed at reimbursing state budget expenditures, in particular, to pay wages for government employees and payments under certain state social assistance programs (IDPs, people with disabilities, low-income families and housing, utility subsidies) and other social payments.

“Non-repayable direct budget support from the United States is an extremely important element in supporting the State Budget of Ukraine as we resist full-scale russian aggression. The grant of USD 1.25 billion will help the Government of Ukraine to reimburse priority expenditures in the social and humanitarian spheres. Immensely grateful to the US Government and taxpayers for their solidarity and unprecedented support for Ukraine in this crucial period for our country,” said Minister of Finance of Ukraine Sergii Marchenko.

The Ministry of Finance of Ukraine, together with the World Bank, implements the PEACE in Ukraine Project and ensures the transparency of the attraction and use of funds provided by development partners. The Ministry of Finance monitors the use of direct budget support from the US Government in cooperation with Deloitte Consulting, which implements the USAID SOERA project, and performs a verification according to agreed procedures to determine the eligible public expenditures made by Ukraine in 2022 under the Project with the auditing company PriceWaterhouseCoopers Ukraine.

Ukraine is implementing a joint project with the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA) entitled Public Expenditures for Administrative Capacity Endurance in Ukraine for a total of USD 16.5 billion and EUR 1.4 billion (IBRD loans, IDA loans, grants from the Multi-Donor Trust Fund).
