Ministry of Finance attracted USD 3 billion in grants and concessional financing from international partners in June 2023

In June 2023, the State Budget of Ukraine received USD 3 billion of external financing. 40% of the funds are in the form of grants (on non-refundable terms).

Among the donors in June 2023:

European Union - USD 1.64 billion (concessional financing)

United States of America - USD 1.2 billion (grant)

World Bank - USD 104 million (concessional financing)

Republic of Finland - USD 15 million (grant)

The international assistance is directed to finance priority State Budget expenditures, including social and humanitarian.

The EU funds were provided as part of a large-scale Macro-Financial Assistance (MFA) for 2023. The total amount of funding under the MFA program reaches EUR 18 billion. The MFA is provided on unprecedentedly concessional terms for Ukraine. The loan repayment period is 35 years. The interest and other debt service payments will be paid by the EU countries instead of Ukraine. 

The grants from the United States and Finland were provided as part of the fifth additional financing under the World Bank's PEACE in Ukraine project. 

The funds from the World Bank were provided by the International Development Association (IDA) on concessional terms under the project PEACE in Ukraine. The loan has a maturity of 10 years with a 4-year grace period.

In total, in 2023, the Ministry of Finance of Ukraine attracted USD 22.7 billion of external financing for the urgent needs of the State Budget.
