Ministry of Finance: During martial law 22,610 concessional loans worth over UAH 90 billion were granted under the Affordable Loans at 5-7-9% State Program

Since the launch of the Affordable Loans at 5-7-9% State Program, business entities have received 57,432 loans from authorized banks for a total amount of UAH 179.67 billion, of which 37,740 – from public sector banks for a total amount of UAH 75.22 billion (as of 06.03.2023).

Over the past week, 394 concessional loans totaling UAH 1.81 billion were issued under the Program, including 270 loan agreements worth UAH 0.79 billion concluded by public sector banks.

During the martial law in Ukraine, 22,610 loan agreements for a total amount of UAH 90.05 billion were concluded under the Affordable Loans at 5-7-9% State Program (including 17,264 loan agreements for a total amount of UAH 48.57 billion concluded by public sector banks):

  • UAH 0.87 billion – for investment purposes;
  • UAH 6.93 billion – as anti-crisis loans;
  • UAH 4.37 billion – as refinancing of previously received loans;
  • UAH 26.47 billion – loans for agricultural producers;
  • UAH 51.40 billion – for anti-war purposes.

The program is implemented by the Entrepreneurship Development Fund (EDF). The only participant of the EDF is the Government of Ukraine represented by the Ministry of Finance of Ukraine, which coordinates all aspects of the Fund’s activities.

To date, under the Affordable Loans at 5-7-9% State Program the EDF has concluded cooperation agreements with 45 banks. The state continues to make all necessary compensation payments to businesses under loan agreements concluded within the Program.

To date, draft amendments have been developed to optimize the Affordable Loans at 5-7-9% and Affordable Financial Leasing at 5-7-9% State Programs under martial law. The draft amendments provide for the continued state financial support to businesses, including agricultural producers who received loans as part of the 2022 sowing campaign. In the near future, the Cabinet of Ministers of Ukraine will consider the draft law in accordance with the procedure established by law.
