The Government Approved Amendments to the Budget Code on the Establishment of the State Fund for Support of Medicine, Sports, Education, Culture and Science

The government has approved the draft Law of Ukraine "On Amendments to the Budget Code of Ukraine on the establishment of the State Fund for support of medicine, sport, education, culture and science" developed by the Ministry of Finance.

The implementation of these amendments will allow the state to allocate the funds received from fees for gambling and lottery licenses to socially significant purposes.

The draft Law of Ukraine proposes the establishment of a State Fund for support of medicine, sports, education, culture and science as within a special fund of the state budget of Ukraine, to which will be allocated funds received from fees for gambling and lottery licenses.

Starting from the year 2022, funds from this Fund will be allocated to support medicine, sports, education, culture and science, as well as partially to local budgets, on the territory of which casinos and gaming machine halls are located.

For reference:

In the Law "On the State Budget of Ukraine for 2021", adopted by the Parliament of Ukraine, it is projected to receive UAH 7.4 billion from the fee for gambling licenses. These funds will be allocated to the special fund of the state budget. In particular, UAH 3.3 billion will be used as a subvention to local budgets for socio-economic development activities.

Five items of expenditure will be financed from these funds:

  • development of airport infrastructure (UAH 1 billion);
  • creation of a modern clinical base for the treatment of oncological diseases at the National Cancer Institute (total funding -1.5 billion UAH,  UAH 805 million out of which is funds from fees for gambling licenses);
  • creation of the Fund for Development of Institutions of National Importance under the Ministry of Culture and Information Policy (MCIP) - UAH 2 billion;
  • subvention to local budgets for the creation of cultural services centers (UAH 300 million);
  • subvention to local budgets for socio-economic development activities.

The total amount of subvention is UAH 6 billion, UAH 3.3 billion out of which is the fee for gambling licenses.
